    • February 29th, 2016 - A Message from the ACT 46 Committee

Franklin Central Supervisory Union Board and the three communities created a committee to study a merger under Act 46. The committee approved sending its report to the State Board of Education for its approval.

On January 19, 2016 the State Board of Education unanimously and enthusiastically ruled that “the proposed formation of a new unified union school district by the member districts of the Franklin Central Supervisory Union is in the best interests of the State, the students, and the school […]

    • February 26th, 2016 - A Message from the ACT 46 Committee

There is a consequence to saying no to the proposed unification: We lose out on any tax incentives and the $150,000 in additional state aid to prepare for the inevitable transition.   In return, our property taxes will go up to pay for those towns that do agree to unify. That is the way the law works. If the proposed merger is approved, then voters in St. Albans City, St. Albans Town, and Fairfield will see a tax reduction that amounts to […]

    • February 25th, 2016 - A Message from the ACT 46 Committee

As you consider all of the pros and cons to unification, please remember that a no vote doesn’t mean we will be allowed to keep our schools as they are now. It doesn’t mean we return to square one and remain.

Act 46 requires unification. If we do not unify our schools using our own plan and our own leadership, then the state will step in and do the unification for us.

So, the choice is really between deciding for ourselves, or […]

    • February 24th, 2016 - A Message from the ACT 46 Committee

Finding “equity”, especially for Fairfield, has been a question of some concern. Please consider this:  How do you find equity if the unification is defeated and each school is left where it is? Doing nothing doesn’t move us toward resolution.

There has also been speculation about what might happen. Remember that with the proposed unification comes an elected school board, with open meetings, and the opportunity for the public to engage. Without unification, nothing happens because nothing can happen. We’re frozen […]

    • February 23rd, 2016 - A Message from the ACT 46 Committee

Most every question being asked about the proposed Franklin Central Supervisory Union merger can be answered like this: Unification will give us the potential to move forward, to make our schools better, and to save the taxpayers some money. Without unification, these options do not exist.

If you are wondering if taxpayers will ever pay a dime less in taxes, consider this: If we don’t consolidate, we have zero chance of seeing any taxpayer relief. If Fairfield Elementary, St. Albans City […]
